Background
The last meeting of December 2018 before Christmas saw Push Consulting unveiling the new Strategic Plan to the board of the Noongar Land Enterprise Group (NLE) at their AGM. This two day event was held at the Esperance offices of their newest member organisation, Esperance Tjaltjaark Native Title Aboriginal Corporation (ETNTAC).
The plan won the unanimous support of the board and was fully approved without any amendment.
After watching the presentation the CEO of ETNTAC, Peter Bednall approached us for assistance in supporting ETNTAC in the creation of their 3 year plan based on the success of our presentation to NLE.
ETNTAC, wait for the future or create it?
ETNTAC are the Prescribed Body Corporate for all Esperance Nyoongar people, mandated to deal with issues relating to the administration of Native Title and custodians of local Aboriginal culture. Rather than allow the administrative duties of their title to define them, the board, led by Gail Reynolds Adamson, a descendant of the Nudju and Mirrnning people wanted ETNTAC to use their position to directly address the health, social cultural and economic needs of Esperance Nyungars.
Discovery
Our initial research involved spending time with the CEO, board members and staff in Esperance to experience firsthand the cultural and social issues which needed to be addressed. This familiarisation extended to spending time on country with the Tjaltjaark Rangers to gain the perspective of younger generations keen to reconnect with land and culture.
Augmented by desk research this firsthand experience allowed us to map out a basic proposal which was then workshopped with the board and CEO to gain consensus.
Evolution
Our chosen strategy was to create a bold ten year vision for ETNTAC as the platform for a series of subsequent straits plans based around the long term needs of the Nyngar people.
Step one of this process was the new strategic plan. This was centred around an evolution from its core function as a PBC to one of an enterprise focussed organisation delivering a far wider range of support services to the Nyungar community.
The objective was to build upon the PBC heart of the organisation with a socially and culturally driven enterprise focus to attract investment. This broader platform will act as the foundation for a sustainable organisation to provide greater support to the current Nyungar generation as well as a better future for the generations to follow.
Centred around the core cultural focus of the PBC organisation a new space was created within which to develop the capability and capacity organisation to deliver to the following purpose statement:
ETNTAC will deliver:
- Modelled and promoted cultural best practice benchmark behaviours.
- Advocacy for and routes and resources to develop improved culturally appropriate healthcare provision.
- Access to education and learning.
- Opportunities to develop creativity, entrepreneurialism and leadership.
- An accurate representation the Nyungar culture to the wider community and the delivery to wider society of the benefits of Aboriginal social inclusion and equality.
The following strategic objectives were created to articulate these:
- Affirming connection to country
- Improving health & wellbeing
- Securing a united Nyoongar future
- Increasing cultural awareness & engagement in the broader community
- Continual organisational improvement & sustainable growth
To drive these the following strategic imperatives were created to drive operational planning:
- Developing governance & structure
- Developing organisational capacity
- Developing cultural focus
- Ensuring sustainability
Outcomes
The Strategic Plan was fully endorsed by the board and can be viewed here.
Since the launch of the plan the organisation has made significant progress including, at the time of writing:
• Ranger funding.
ETNTAC was awarded AU$1.4 Million for its previously self funded ranger scheme which is now engaged on a variety of projects funded privately and by both State and Federal Government projects
• Social programs
Centrecare and ETNTAC have now partnered to deliver an Indigenous Advancement Strategy (Commonwealth) project. This IAS project recognises the impact of past trauma, dispossession, separation of families, ongoing social disadvantage, racism and other historical, social and cultural issues
• Land acquisition
A recent visit by Ben Wyatt formally acknowledged the transfer of 12 reserves including 7 farming blocks and 5 parcels of high environmental value to the corporation by state government.
